It was assumed to be a problem to summarise, and to evaluate the antipollution policy of Japan in the 1970's historically and on the whole. After middle of the 1960's, strengthening the pollution restriction came to be advanced by the neighborhood protest movement and the serious pollution damage. Mesures to reduse sulfur dioxide were evaluated in many countries in the world. But the state of floods of the toxics substance other than the controlled substance was left. The economic priority principle revived in the background of the recession after the oil crisis. It could be said that easing environmental standards of the nitrogen dioxide was a typical case where economic deveropment was given priority more than environmental preservation. Generally the administration that stood on the victim side was not seen. |
