2005年10月に成立した障害者自立支援法成立の背景、ねらい、概要について概観した。その中でも、精神保健福祉を中心にこの法律の評価できる点、課題、問題点を検討した。法律成立から実施まで約半年あまり、国がその実施を急いだのは、障害者支援費制度の破綻によるものであり、利用者、サービス提供者に、混乱と今後のサービス利用と事業継続への不安を与えた。関係団体の強い要望や運動を受け、国は利用者の経済的負担の軽減、事業者、特に小規模作業所の新事業への移行に対する財政的負担の軽減を図っている。今後も利用者のニーズを中心とした障害者自立支援法の実施を求めて運動していくことが必要となろう。 |

I viewed the handicapped people independence support Act and the background, the target and the outline. National Governent hastened the execution the law about half years and it was a thing due to the failure of the handicapped person support fee system. Users and a service agents were given the confusion and anxiety the future service. It is to be necessary that the handicapped person move for user's needs and asks the good execution of the way of supporting. |
