The Japanese textile industry contributed to the reconstruction of the post-war economy and the acquisition of foreign currency from the 1950s to the 1960s. Local textile industries shared these roles. But since the early 1950s, it has often experienced economic recessions based on overproduction. Because local textile industries consisted of a lot of small and medium enterprises, they often suffered serious damages. To avoid damages, two economic policies were adopted. First, it is a policy for local textile manufacturers to strengthen each smaller textile enterprise. They organized Jigyo-Kyoudoukumiai based on the law on the cooperative association of small and medium enterprises proclaimed in 1949. Second, it is a policy for them to control the quantity of products or productivity. They organized Syouko-Kumiai based on the law concerning the organizations of small and medium enterprises organizations proclaimed in 1957.
