The whole image of the Ordinance and the enforcement realities is not clear. In this text, the enforcement policy of Home office of the Ordinance is examined the first. Secondly, the enforcement conditions of the Ordinance in the district (especially, Yamaguchi Prefecture) are clarified. Thirdly, the Empire Soldier Support Meeting established in the same time, and the promotion of the soldier's family aid work by that fund aid are researched according to the official gazette and the newspaper article. And, a concrete case with the soldier's family aid work is examined fourthly in Yamaguchi Prefecture. After Russo-Japanese War, \"correction relief work administration\" was promoted by Home office on a large scale.
